Every action passes a gate before anything irreversible happens: sanctions, policy, mandate. Each clearance leaves a compliance proof behind. Same discipline whether it is money, cargo, or traffic.

An agent holds exactly the authority it was granted. Nothing more to steal, nothing to escalate. Post-quantum signatures seal every decision, so a transaction cannot be altered between clearance and execution. No god-mode admin anywhere.

Every shared network gets worse as it succeeds: blocks fill, fees spike, and whoever orders the transactions skims the difference. Oko is built the other way. Consensus runs inside the network fabric, so capacity grows with every core and link. The busier it gets, the more it carries.
